Could you please tell me what does "down-the-line direction" mean in this sentence? Does "direction" mean guidance, supervision? And what exactly is implied by down-the-line here?

My teacher of English gave it to me. She told me that this is one of the strategic goals of "one Western firm". She asked me to try and understand it. And that is what I am trying to do now. Yes, I know that it sounds unnatural, but I want to catch at least the overall meaning.
