What does "down" means in the following conversation?

Ravi: Let’s start with you, Abby. Where are you calling from? Abby: From Margate. Ravi: Ah, at the seaside. Is it sunny down there today?

If 'down' does not mean literally 'down', i.e., lower in elevation, it can mean 'south'.

Because maps are usually made with north at the top, 'up' can mean 'north' and 'down' can mean 'south'.

I have never heard of 'right' being 'east' or 'left' being 'west' however, in case that was your next question.
