Doubts in few sentences

1) "Who (has) hung this picture on the wall?"
Here also, I think the sentence is OK both with and without HAS. Is that so? If yes, whats the difference b/w the 2 sentences?

2)"If he ate fewer sweets, he would lose weight."
I sense it has error. But what are the errors?

3)"He (had) just entered the class when the bell rang."
What if i remove HAD?

4)"That is/was what I were/was to say yesterday."
Correct this please.

5)"The writer and the athlete were/was felicitated during/in the function."
My notes say that WAS should be there, but i am confised as to why?

Hi, 1) As you say, the sentence is correct both with and without 'has'. If you use the present perfect (in UK English at least) it suggests that the picture might be new. I think American English speakers are more likely to use the past simple tense.
