The shareholders are entitled to receive an extract from the company’s register of shareholders on the shares he or she owns in the company, certified by the board-authorized person.
The underlined part should mean that the extract is certified by the board-authorized person. And one more thing: is "board-authorized person" okay? Maybe I should say "person authorized by the board"?

I think I would skip all the authorized person business and just say this: The shareholders are entitled to receive a certified extract taken from the company's register of shareholders indicating what shares he or she owns in the company.
