Doubts

I think another comma should come after "worth"? so money has been made, out of cuts?
My second question is regarding "turn" is it a verb or a verb-noun?
(Maybe Turn- is Turned? because then He says "rich people did just fine... so a bit doesn't make sense present time and then past time.)

"we've already made a trillion dollars worth of cuts, we can make another trillion".
"we created 23 million new jobs. Turn the deficit into a surplus and rich people did just fine"

At 0:19 regarding the comma question.

e.g. I bought $10 worth of Internet access time at the Internet cafe. (The total value was $10.)

"we've already made a trillion dollars worth of cuts, we can make another trillion".

The total amount of tax cuts was a trillion dollars.
