Doubtful or unlikely

#1 It is doubtful/unlikely if we can organize another exam this month.

#2 It seemed unlikely/doubtful that he would travel so many miles to get her, and then give up.

Which one is better to use? One rule I found is that we don't generally use "if" after unlikely.

Is there any difference in their use if we talk about in general sense.
