Doubt on English

Hi!

I'm a Portuguese student who is taking Translation.

Can you tell me if these sentence make sense to you, please?

1º Despite the fact having been submitted 29 projects for the contest, two were excluded because they were delivered outside of term.

2º The five winning projects of the competition of ideas for the requalification of the Park Mayer and the surrounding area, will have to be fleshed out, and then selected a winner who will subsequently draw up a more detailed plan.
