Doubt in sentence

Dear all,

Recently Pakistan made a guerrilla attack on Indian soldiers and killed some of them. Narendra Modi, India's prime minister ordered Indian soldier's to retaliate and they did so. Can I use the following sentence in this context.

" If Narendra Modi hadn't been the prime minister of India wouldn't have retaliated'
