So the second one is the correct?

The first is fine as it is. AS highlighted the mistake in the second.

If you change 'am planning' to 'will', you need to strike out 'to'.

I see nothing wrong with the original.

Right!
The correct sentence is:

If the concert is not cancelled due to the weather, I will go to it.

"Planning" is usually an activity you do in advance.
"Cancelled due to weather" usually happens a very short time before the event.

I am planning

Plans can depend on contingencies.

I am planning to go to the open-air concert on Wednesday. . I have bought the tickets and will order the taxi tomorrow.. However, I know that bad weather can disrupt my plans. I am planning to go to the conert if it is not cancelled.

It sounds like you won't plan to go to the concert if it's cancelled.

I'd say "I won't go to the concert if it's cancelled". Or maybe not, because that's obvious because "I can't go to the concert if it's cancelled".

Looks like a disagreement on scope.

[I'm planning to go] [if it's not cancelled].
I'm planning [to go if it's not cancelled].
