They are both the same verb so to say, but the form 'has' could only be used for third person singular, that includes: He, She and It, or any other noun or pronoun that refers to third person singular:
Foreign man has already told you. The 's' form is for 3rd person singular present tense verb forms only: He/She/My friend/Bangkok/Waterhas good qualities.
All other subjects use the form wiithout 's': We/You/The Thai people/Onions have good qualities.
And I usually miss use these two articles "the" & "a". I know "the" is used for a particular / specific thing or situation and "a" for general / not particular but I still get confuse.....
That is the general rule for 90% of the cases, yes, but the uses are complex. Entire books have been written on the subject. Start by reading about the English articles at these sites:
