Doubt

Hi there,

Which one is correct and why?

a) What are people all over doing?

b) What are people doing all over ?

is it option "a" because people all over is the subject?

Am I right or completely wrong?

Thanks in advanced.

A little right, a little wrong. A native speaker would accept both as synonymous. In A, 'all over England' modifies 'people'; in B, 'all over England' modifies 'are doing'– but it comes down to the same intent.
