doubt

Please correct my 2 sentences:

1/Why didn't what Fred said apply for this case?

2/Why didn't what Fred said apply in this case?

3/ As from now, what I do here, I won't do that in any places.

4/As from now, what I do here, I won't do that at any places.

Do (3) and (4) have the same meaning? What is the difference in their meanings?
