Doubling Rule

I need to explain to my 7 year old daughter why read + ing is not readding. Her instructions say:
  • Check the words that end with a silent e or one vowel and one consonant.
  • Check the Vowel Suffixes
  • If you have two check marks, drop the silent e or double the final consonant before adding the suffix.
There are two check boxes. One above "read" and the other above "ing". In this case the word read ends with a vowel and a constonant. Also, it has a vowel suffix. This would give it two check marks.

So to her little mind it should be "readding" and no matter what explanations I give I will not be right. What are the rules and how can I explain this homework?

R ead ends with 2 vowels and a consonant; it must end with only one vowel and one consonant, like pad, run, infer , I suppose. To be honest, however, I have never heard such a rote set of rules; I simply add the repeat consonant if I wish to maintain the short vowel sound of the base word.

The doubling rules are not exactly simple so I can sympathize.

Further, I don't understand this complicated check-box system. It seems even more complex than need be, but note this instruction:

Check the words that end with a silent e or one vowel and one consonant.

read ends in two vowels and a consonant: e - a - d

To end in one
