double relative clause?

I have a question about the following sentence.

“They also contribute by offering multifaceted perspectives and by inputting innovate ideas that contribute to the development of products we had never thought of before.”

I think a relative pronoun "which" or "that" can be put before "we had never thought of before," and the sentence has two relative clauses, "that contribute to the development of products" and "(which / that) we had never thought of before."
If so, does the sentence have the double relative clause modifying the same words "innovate ideas," or does the second clause "(which / that) we had never thought of before" only modify "products"?

So the sentence actually means:
  • They input innovative ideas that contribute to the development of products.
  • We had never thought of before the products. (They thought of the products.)
Which means they thought of the products and input innovative ideas that contribute to the development of the products.

Actually, "they" means foreign workers and "we" means native and non-foreign workers in the context.
So I thought that if "we had never thought of those products before," they had, but that't not necessarily so?

No. "never" is "not ever"; it's a negative. We had never thought of those products before means "we" (the native and non-foreign workers) had not thought of those products at any time before.
