Double quotation mark

The teacher can give her a brainstorming activity to activate background knowledge relating to the topic.

Can "relating to" be related to?

I quoted "relation to" in the sentence above.

That's why I can put double/single quotation mark. Am I correct?

and I didn't quote 'related to' but just added it to make a question.

In that case how should I mark it? just leave it as other normal words? Even with no Italic style?
