Is it possible to say: Friend should never not answer you. Or what is the way to say (in other words) Friend should always answer you if I want to say it in negative? Thank you for help.

That's possible (as corrected above), but not the most idiomatic. These are better.

A friend should always answer you.
A friend should never fail to answer you.
A friend should never refuse to answer you.
