Double negative??

Is this sentence correct? "...Jesus chastised them harshly for their hypocritical complaints about his disciples NOT honoring the traditions of the Jewish Fathers BY PROPERLY washing their hands." Or should the sentence read "...BY NOT PROPERLY washing their hands"?

I think the sentence is quite vague. As it is, you need the second 'not'.
