Double adjective use?

I am in a debate over the following sentence...

" I wouldn't call it a "problem", but it would be nice to be around more smarter people."

I feel that the usage of 'more smarter people' is worded incorrectly. Is there a rule for this, or a usage term of sorts, such as double adjective agreement ....
