What does the phrase "dorm-room excuse" in the passage below mean?

Zuckerberg told Congress that he had started Facebook in his dorm-room. It was obviously a very small operation. At that time he couldn't possibly have predicted and guarded against whatever troubles were to come much later once the system grew to its current enormous size.

I believe that this explanation given by Zuckerberg is what is being referred to as the dorm-room excuse.
