Grammar

don't only

Hi, everybody.
Here is a grammar question.
"Problems with trading standards don't affect only American farmers"
Does it mean problems with trading standards affect not just for American farmers or problems with trading standards only don't have any affect on American farmers?
What is the grammar here?
Thanks!
