Don't get social change

"Don't get" can be 1. not understanding 2. something that someone won't get (to happen)
In this context, what is don't get (social change)?

even if it's widely understood, if people don't think there is anything that can be done, if they think that they are ineffective, that there is no possibility for change, then you still don't get social change.
