1) Dong-hae is moving towards an international city

2) Dong-hae is moving towards to be an international city

3) Dong-hae is moving towards international city

Which one is correct (if any)? 1) seems like Dong-hae is moving towards (some other) international city rather than moving towards to its own becoming. <-- I wonder if my question itself is phrased correctly.
