Why not google the word 'dominance' and take a look at a lot of the sentences there that use the word?

To dominate implies a sense of force or aggression. Like walking in and taking over. One country could exert dominance over another country if it was in a position of power over that country.

You are basically trying to say "It is the job of a country's government to govern their country." This is an obvious statement. My suggestion is to be specific about what the government does,
