"doing" or "to do"

Hi all,
is the following sentence correct? "The best approaches for ABC to fulfil the strategy of XXXX are Reducing Operating Cost, Increasing Market Share, and Enhancing Competitiveness."
Or should I say "The best approaches for ABC to fulfil the strategy of XXXX are to reduce Operating Cost, increase Market Share, and enhance Competitiveness."?

Hi, I prefer #2, but 'fulfill' is not a great word to choose. And you have too many capitals. The best approaches for ABC to implement the strategy of XXXX are to reduce operating cost, increase market share, and enhance competitiveness.
