Doing or Receiving Noun

When trying to know when to use him vs he or I vs me, most grammar lessons say to look for who is doing the action and who is receiving the action, and the examples are always simple like "He gave the ball to her" or "I threw the frisbee to him". Sometimes I come across sentences like "The winner of the award for the fastest pizza eater is (he/him)", and i'm not sure if that's considered doing or receiving. How can I know?
