I think it means that the comment is allegedly designed to make a certain group of people respond in the desired (racist) way while seeming innocuous to others (in the same way that a dog whistle is audible only to dogs). See e.g. https://en.wikipedia.org/wiki/Dog-whistle_politics

Thank you, GPY, for your comment. It seems to have something to do with technical things rather than with lexical ones. Indeed, there is a range of frequencies ["...for a high-frequency dog whistle (50+ kHz), hardly any human would detect the high-frequency components;..." - Quora website] within which dogs can hear whistling but people not.
