"I should warn you, the dog and bone's on the blink and we've no lift here."

I have a few questions regarding the above sentence.

Q 1. I know that the meaning of "dog and bone" is phone, but does it mean only a telephone, or can it mean a mobile phone too?

Q 2. What's the meaning of "on the blink" here?

Q 3. Can simply "dog" or "dogs" refer to the phone too?

That's a good idiom in American and British English.
