Doesn't yet carry some kind of negative thought?

Hi teachers,
What do you think about this one?
Doesn't 'yet' carry in a yes/no question some kind of negative thought for the future about something that was expected to be done in the past?

Eg.
a) Have you finished your reports yet?
b) Have you gone to the market yet?
c) Have you paid that bill yet?

I don't find that to be true with your examples. They are objective inquiries. On the other hand, the negative forms carry a negative thought:

a) Haven't you finished your reports yet
