does this term make sense to English speaker?

Hi,

titular nation

Example: Belorussians are the titular (= most numerous, dominating) nation in Belarus..

I wonder if this term makes sense to people from the US/UK/,etc.?

Just checked a few dictionaries ... The 'titular' used in 'titular head/leader/monarch' seems to be quite different from the 'titular' in 'titular nation'??

Any input would be appreciated

'Nation' does not make sense; 'ethnicity' or 'nationality' would be better at least, though I don't think the phrase really works.
