Does this sentence really dangle?

"The participants were tested using this procedure."

The above sentence is considered incorrect by the APA Manual, 6th edn., because it contains a dangler. Would you agree? Isn't "using this procedure" modifying "were tested"?

I am with you on this, as I honestly think the sentence is OK. However, I also think the editors of APA got a point, that's why I posted the question here to hopefully get more views. :-)

Using this procedure, we tested the participants.
Here the understood subject of the adverbial participle 'using' is 'we'. There is absolutely no problem with the sentence.


The participants were tested using this procedure.
In this passive sentence, there is no understood subject of the participle. The sentence is, to a purist, incorrect. However, I am with GPY.

Just a clarification, Sir. Isn't the adverbial phrase here modifying the verb phrase "were tested"?
