Yes, it makes sense if you insert one word to make it "He left just as fast as he came." I don't really know how to clarify its meaning since it's literal as-is.

I agree: He left just as fast as he came.

You would use it when some arrives suddenly, stays briefly, and then leaves again. I would say it is very similar to "a flying visit".
