Does this sentence make sense?

Specialists have claimed that what is needed for non-native speakers (NNSs) is to enhance the intelligibility (the instance that speech is phonetically so clear that it can be easily understood) of their pronunciation to the level that miscommunication attributed to acoustical factors does not occur, rather than trying to attain native-like pronunciation.
