Does this sentence is gramatically correct?

Hello!

I would be thankful if you could tell me - is this sentence okay? Any improvements necessary?

With regard to the risk situations, especially those related to the use of information and communication technologies, Dutch Internet Association, within operations of the Safer Internet Centre, in cooperation with partners thereof and upon receiving 75% co-financing from the European Union Safer Internet programme, performs educational work in the field of Internet safety.
