Does this sentence have Redundancy?

Hi,

In the phrase "prioritizing affairs in a proper way", is "in a a proper way" redundant?
I think when someone determines the importance of something, it is unlikely that she would do that in a deliberately improper way, so she prioritizes matters in a way that at least she herself considers to be correct. So can we conclude that the phrase has a hidden implication or should we omit the redundancy?
