Does this sentence contain an ellipsis ?


One view is that society is best served by everyone following certain ethical rules, and obeying them no matter what the results are.

Is the italic part of the above sentence an elliptical form of "everyone who follows certain ethical rules, and obeys them no matter what the results are." ?
