Does this read okay?

I have been waiting for my permanent residency, so that I could apply for the federal loan. My permanent residency will be issued in November, 2011.

It's okay! I'd probably say: I have been waiting for my permanent residency to be granted , so that I can apply for a federal loan. My permanent residency should be issued in November, 2011.

I'd probably say:

I have been waiting for my permanent residency to be granted, so that I can apply for a federal loan. My permanent residency should be issued in November, 2011.

If you're 100% sure of the date, then "will be issued" is fine.
