Does this need an adv?

Hi all teachers!

Here is the excercise make me confuse:
Many members of the public remain ___ that further government action is needed to protect the environment.
a, convincingly
b, convinced
c, convingcing
d, convince
I think that the blank need an adverb, so I chose "convingciingly" is my answer.
But the correct answer is "convinced".
Could you help me to find out the problem here.
