Does this make sense to an English audience?

01b00Nobody can offer something which he/she doesn’t possess him/herself. A head teacher is not allowed to speak out at the official meetings…They all have to attend meetings just to listen without saying a single word…How do you expect him/her to allow anybody to participate in decision-making while he/she doesn’t have this right him/herself?! 02b02br

00I use ellipses sometimes because I have learnt that when we need to omit some words from a direct quotation we need to replace them with ellipses in order to indicate that something has been omitted from the original text. Am I right?0-
