This question uses the simple present tense. In a yes-no question like yours, the basic form of the verb is used.
If the original sentence reads ‘This makes sense’, then the basic form of makes is make, and we should,
therefore, use make in the question above.

He loves his children. Loves - is a third person verb required to express a statement.
This is the most basic form of noun/ verb agreement. So # 1 Does this make sense? is correct

When we ask questions in 3rd person / singular context, we use a modal word, "does", to form the question. Does he love his children? Notice the "s"
