I find it hard to imagine how results of a report can be effective. In fact, I don't really see how a report can have results. Perhaps I haven't woken up properly yet.

You've woken up properly enough. Though the grammar is fine, I suppose the OP meant the results in the report (or the reported results) weren't very accurate
