Does this make sense?

Hello,
Does the following sentence make sense?

"These days, the areas surrounding the airport have seen a surge in the construction
of cargo facilities owned by forwarders and of rental facilities by specialist real estate
developers."

I meant to say that cargo facilities and rental facilities have been constructing.
