Does they mean differently?

Does they mean differently? What does #1 mean?
I read #1 in a speech , I thought once "what does it mean?I'm a little confused and say" why did he say not "from the best universities" but "to the best unversities"? .

#1- He got scholarships to the best universities.
#2- He got scholarships from the best universities.
