Does "they approached foreign investors for money to build it" mean ...?

Does "they approached foreign investors for money to build it" mean "With the means of cash transaction, they want foreign investors to invest it (thus to build it)"?
Context:
If the Chinese company (or government) have given the system an official English-language name, then you should stick with it. If, for example, they approached foreign investors for money to build it, they will probably have given it an English name. If that name is "China Railway High-Speed", then that is what you should use.
