Does “the ultimate Austin-bashing legislation" mean "the supreme authoritative decision"?

Context:
Some Texans, however, suggested the path in fact led 95 miles south to Austin, the state’s capital, and speculated that Mr Kim had taken against the liberal enclave’s young “hipster” population.

Kirk Watson, a state senator and former mayor of the city, described Mr Kim’s threat as “the ultimate Austin-bashing legislation”. After Mr Kim was also pictured working at an Apple iMac computer, one local resident also suggested that as the “ultimate Apple fanboy”, he planned to “nuke Dell”, the PC giant, which is located nearby.

Yeah, but not very clearly. Because no one replied my question:   Who have made the anti-Austin legislation? I guessed they may be "hipsters," but none confirmed me.

As the leader of North Korea, Mr. Kim Jong-un has no authority to legislate (make laws) for the State of Texas, nor for its capital city, Austin. Therefore, 'legislation' is not really the appropriate word. Nevertheless, Mr. Watson of Texas was only making a joke, so the accuracy of his word choice is not important in this context. The double meaning of "bashing" is the important point, in my opinion.

Kim wants to bash Austin in the sense of "destroy Austin" (by bombing it).
In Watson's opinion, the law makers of Texas are already bashing Austin (by passing laws that are deleterious to that city).

In Kim's case the bashing is literal.
In Watson's case the bashing is metaphoric.

So the paraphrase that fits here is

Kirk Watson ... described Mr Kim's threat as "the most effective way possible of 'bashing' (the people of) the city of Austin".

Watson is thus suggesting that Kim will just finish the job that has already been started by the legislators of Texas. Its his way of stating his political opinion.

PS. Why lawmakers wanted to pass laws that are deleterious to Austin? Because hipsters/beatniks are rampant there and the lawmakers want to punish them?

I suppose that's possible, but I doubt it. The use of 'hipsters' was in a different context. It was given as a comical reason that Kim might have wanted to bomb Austin. Maybe Kim doesn't like hipsters.

(Beatniks and hipsters are not the same thing. Beatniks haven't been around since the 1950s.)
