Does the sentence has multiple meanings?

One speaker said "It's too beautiful for words."

My understanding:

For one, It means "This is so beautiful that I can't come up with some words to describe it!"

For two, It means "The words are made too beautifully at every sound of which everybody would imagine something extremely beautiful, so the words shouldn't be that beautiful sounding like!"
