Does "The oldest rocks that have been dated on the current earth surface are" mean " the oldest rocks (which are taken from the current earth surface) that (the oldest rocks) have been dated are"?

Context:

The oldest rocks that have been dated on the current earth surface are approximately 4 billion years old, but nearly seventy meteorites and a number of moon rocks have been dated at 4.5 billion years old.
