Does "the narrow defeat" mean "(the proponents have) won with a weak advantage"?

Since the narrow defeat last November of California’s Prop 37, which would have mandated labeling of genetically modified foods, the sentiment behind the proposition has spread—or metastasized, depending on your perspective—into similarly conceived bills in 26 other states. Proponents of such laws mostly argue that we have a right to know what’s in our food. However, it’s probably fair to say that for many supporters, labeling would be a consolation prize in place of an outright ban on GMOs.
