this is perfectly okay in terms of grammaticality, though questions may arise in terms of pragmatics in certain contexts. The general guideline is to use active constructions unless there is a good reason for resorting to passive voice. Thus, you could well rephrase the original sentence by the following:

Is the committee likely to reach a decision this week?
