I did not listen to the whole thing, maybe five minutes or so, but his English is extremely fluent, in fact better than that of many native English speakers. Here and there were places where his pronunciation of a letter within a word was very slightly off, but you would have to listen closely to catch it. His accent too, was very good but not always quite perfect for either the US or UK. In some ways his accent suggests that he mastered his English among well educated UK speakers, although sometimes he sounds more American. Here and there a hint of (presumably) Chinese showed through. I would hazard a guess that he is not a native speaker, but has spent considerable time in English-speaking countries, and has mastered almost perfect English.

That's exactly my perception. In my experience, most of the Chinese born scholars I have come across have a very distinctive accent which at times can be a bit difficult to decipher. But this professor, who may have studied English and educated in England for an extened a amount of time in my opinion, pronounced all the troubling letters like "t", "d", "r", "l","s", 'th", and "z" quite naturally. I caught a little bit of the British influence in his intonation but with a touch of American flavor. All in all, I completely agree with Blue Jay.
