Does supply have a negative meaning here?

Hi

How can we understand that the first sentence has a negative concept as it is my uncertain idea with no looking at the next parts?

The reputation of several of the leading pharmaceuticals companies were damaged recently through their involvement in the supply of HIV and AIDS drugs to southern Africa. The south African government threatened to overrule their patents and allow local manufacturers to produce the drugs, unless these companies reduces their prices, which they eventually did.
